I think that this movie takes place in Victorian times and is set in Prince Edward Island. It has a little girl who admires and writes letters to the Queen (possibly young Victoria) to come and visit her town (as a means of help). The little girl makes friends with a poor (possibly a witch) woman. Everyone else thinks that the little girl is wrong for making friends with the woman and that writing letters to the Queen is a waste of time. But the Queen does visit and then they all find out that the Queen is also a friend of this woman who is actually from another country. The movie has a happy ending.
