...standstill, with no electronics on? I have an 04 Chevy Blazer, and it normally idles at ~500 RPM while at a stop. Today, it seems like it suddenly dips down to 200-300 RPM, then surges instantly back up to about 700; all interior lights and such dim with it.

engine flux is usually caused by fuel flow problems check fuel filter dirty injectors Chevy's have problems with this
 
Sounds like a throttle position sensor, could also be a MAP sensor, did you get a check engine light? If so, take it to Auto Zone or Advance Auto and they will read the code for free.
