What is the law regarding downloading films & TV episodes?

What do you believe the law is on this, and can you give any reputable links that verify the law?

I understand it:

Films: Downloading - Illegal, Selling Downloaded versions - Illegal
TV: Downloading - Legal, Selling Downloaded versions - Illegal

Is that correct ^ in the UK.

Also please state you location, as I hear there are very lax laws in sweden on piracy!
