what is the law on having rocks in a garden close to the road?

the rocks in question are about 0.5m tall / wide / long. so quite large.
they are in someones front garden about. 25 cm from the road
this seams quite dangerous to me.
I want to know if its legal or not. (in the UK).
if u have any knowledge on the subject could u please perhaps include a link to an official web sigh.
