What is the inch per gallon rule and why is it so debated?

Why do some people like my petstore guy say to use the inch per gallon rule and others here blow people out of the water by calling it a myth and that it kills fish?

Wouldn't a guy who runs a store that has been around since the '70's know how to do it right?
 
they say its 1 inch per gal if thats the case, then are they trying to tell me if i have a 10 inch fish that a 10 gal tank will big enough

i would say thats an old school formula myth
