what is the difference between the judger and the judged?

A judger is someone who judges someone or something
the judged is someone who is being judged (possibly by the judger)
Thats my opinion.

One assumes that from his limited perspective of the other person that he knows more about the situation than the one actually living it.

Essentially? Nothing in this context.

More than likely the one being judged will also be making judgment against others.

What you need to see in these messages is that Jesus goes out of His way to demonstrate our inherent inability to be "good".

Why? To point the way to His glorious grace and salvation.

Key message: You cannot get there by just being good.
