Your Idea makes it art. Not how good it looks. Its all about the meaning and your intention behind a particular piece.
 
There is no set definition of what makes art art. Different people look for different things. I might think a painting is a masterpiece, but yu might think it's rubbish. Basically, if the person had an idea and then made it a reality to look at or touch, it is art. Whether it is good art or bad art is up to you.
