What is the cost of operating an outdoor hot tub?

My downstairs neighbor has one and I think its running up the electric bill. I don't know what make or model it is or what temp he keeps it on. We split the bills and he only pays 15 extra dollars a month for it. I want him to turn it off for the winter or put it on a timer but he said no. I want to put a meter on it to see how much it actually costs but the landlady said no. The electric bill was $600 this time and I think its cause of the hot tub running 24 hours a day in 20degree weather covered with snow.
 
It's difficult to put a dollar figure on it but I'm confident is more then $15.00 While it is wise to run it 24/7 for filtration and heat, keeping a cover on it and good insulation around the base will minimize the cost. he heaters due run less then one would think because the motors that pump the water provide a good amount of heating. Assuming it's a 220 VAC device, during the winter (dependent on where you live) my guess would be an extra $ 100.00 a month in electrical.
 
I live in North Louisiana with relatively mile climate and ours cost us an extra $70.00 per month.
