What is the cheapest unlimited text/talk price?

My dad is hoping for something around $20 but I definitely know that's most likely not gonna happen
Are there any unlimited text/talk plans possibly under $35?
I would prefer to not use Sprint
MetroPCS isn't available where I live
 
I think Cricket has the best price. It's $30 for unlimited talk, long distance, text (to mexico as well), pic and video message, and caller id.

Virgin mobile is also good but they offer unlimited web, text and 300 min. for $25.
