What is the cheapest college to go to for public or business administration/management?

I am looking for the cheapest school (not a proprietary school) that offers something similar to or the above degree programs, and is in a cheap town to live in with low cost-of-living and a relatively ok economy so I could find a fast-food job or something. I understand the economy is bad now, I'm just looking for a general idea of the places I could go. Weather really doesn't matter to me, but I would like someplace that isn't Buffalo (i.e. super extreme cold). Thanks!
 
A community college in your area would be the least expensive. You will pay more, but a community college anywhere will accept you, even out of state.
