what is the bright flashing light in so. Ca.?

I have been seeing a bright flashing light in the early eve 7:30 -9:30 its very low on the S.E. horizon(I have a 2 story home in la mirada and it barely clears the rooftops)& it flashes blue ,red,green & white very distinctly.I use binoculars and its very clear.I know planets look this way but not that big bright & low
