what is the best way to stop my garden flooding?

my garden is back to back with the rail track which is about 10 feet higher up than my garden so when it rains all the water comes down into my garden and makes it boggy, the council wont do anything to help and i don't have a great deal of money to get it sorted so is there anything i can do to help alleviate the problem so that my children can use the garden
 
you will have to put in a retaining wall to keep the water out. or plant water loving shrubs to soak it up.
