What is the best way to safely clean a fish tank?

I'm well aware of the task of "maintaining" a fish tank but the problem is that my boyfriend had to take a fish tank down in a hurry and it was not done properly. I've made some changes in my house and I'm ready to set the tank back up. Unfortunately, there are multiple water lines in the tank.
How can I get rid of these water lines in a way that will be safe for the fish once we set the tank back up? I'm not looking to go out and purchase expensive special aquarium cleaners, just something that I might have at home. I've heard that vinegar is safe, however I'm not certain that it would be effective at getting rid of the water lines.

Any suggestions would be helpful. Thank you in advance.
 
If it's really stuck on try investing in a glass scraper (DIY Store) this will get it all off and not damage your tank. White vinigar will work but make sure you rinse the tank well. and once your tank is set up make sure you frequently keep ontop of the water line (i just wipe mine with a cotton rag - un coloured and it does the job nicly without upsetting my tank)
 
i forget what their called but its a black or green sponge type thing. their made out of plastic.(it looks like plastic wire?) we use them up at my shop to clean the tanks. just use water and scrub. its not back breaking work and unless their really really bad it will take almost no effort on your part.

Yup, white vinegar along with some filter media or an aquarium specific sponge/scrubber.
Do not use household sponges, as they are usually treated with chemicals and soaps that can permanently contaminate your aquarium.
