I'd like to do my final year computer science engineering project in mobile platform.. what is the best way to do that

Having a phone on which to test the app helps but is not mandatory. Then all you have to do is download the SDKs and tools and start reading and coding.

Tutorials and eLearning is available from sites such as Forum Nokia (for Symbian/S60/Java/Series 40/Flash Lite/Web Runtime/Python) or from the Android project.

Instructor led training may also be available somewhere near by you.

i suggest that you buy a phone with the os you like to learn. That would be the best way to study the platform and also you should get familiar with the interface and the usage by the common user. after all those are the people you are targeting. Choose a popular os like symbian or iphones os. Grate choice by the way good for you. I think that there will be grate job opportunities for this field as it is growing rapidly.
