What is the best way to build muscle?

Hello! Can someone please recommend work-outs/exercise programs that help increase muscle mass but are still female-friendly? I would like more muscle definition. Would it be beneficial to take protein pills/supplements? I have also noticed in the past that after weightlifting my weight would go up very high and suddenly drop after 4-5 days, is that normal? Any suggestions would be greatly appreciated :)
