What is the best way for the US govt. to counteract the destruction of the environment?

More specifically, Is there a way to counteract the destruction of the environment, other than simply creating new bureaucratic quasi-governmental regulatory agencies or giving the national government radical new powers to tax things like energy use?
Yes, I knew the economy would be brought into this, and the two are undoubtedly related. Yes, raising taxes period during a recession is bad.

I also agree that the environment would be better off if consumers largely reduced their consuming, but wouldn't that cause a huge amount of shrinkage in the economy as well?
Nuclear Power is great, the problem is, we have just successfully turned one kind of pollution, into another. Sure, we solve the air pollution problem, but what do we do with the used radioactive material? And because this waste is so potent and dangerous, whose to say one guy on the job 200 years from now is not going to notice corrosion or something in a nuclear waste drum?
So if we just assume that we cannot do anything because it is a global problem (and yes I agree that people should be skeptical of global warming) but pollution is a real, global problem that exists and causes much suffering, even if there is no link between carbon emissions and global warming. Do we just sit and allow our planet to be destroyed? Or do we decide that the only way to solve it is to create a global government? And if we did form a global government or some massive global regulatory body, how would we ensure that they function in a way that is beneficial to the good of humanity rather than corporate interests?
