What is the best type of lock to use on a bicycle?

I find these days that people don't just take bikes that are unlocked, they do damage to the locks if they can't steal the bike.
I've used U locks, multiple wire locks ETC.
All have either been broken or damaged by people trying to steal the bike. Maybe I should put a old cell phone within the bike frame as an Gps tracker and use U locks?
If you could find a easy way to get access to the cell phone to charge it, it seems like a good idea to me. The issue would be concealing it from the crimminals who steal it.
Tie a string to the cell phone, and pull it out of the frame when you need to charge it.
 
Use three locks. It's a deterrent: When they see that they won't want to spend the time with it. If you had a cell in the frame, wouldn't it be a hassle recharging the battery?
