what is the best subwoofer that is under 1500 rms?

im willing to spend at the most $400. i want my sub to sound the LOUDEST and i want my windows to shake. which sub will make that happen if i run the same amount of power through all of them
i listen to hip hop and r & b. $400 just for the sub
