What is the best program for regular HTML coding?

I want to make a fairly simple web page with NO CSS at all. Just tables and div tags. However, I don't feel like doing all that coding by hand. Is there any program similar to dreamweaver that will make webpages and output the code in only HTML? Even better, is there any way that I can do this in dreamweaver so it doesn't prompt me to make a new css style?
 
To switch off auto css in Dreamweaver:

Edit > Preferences

On the first page under Editing Options, uncheck the box that says 'Use CSS instead of HTML Tags'
