What is the best photo editing software for making website headers and such?

I need help... I run a website (LoveLoveMiley.com), and I need a new photo editing software. I currently use Paint.net, but it really limits what I can do. Does anyone know what software I should use in order to make banners and headers for my site? I have a few on my homepage if you want to see what I mean by banner.
Please help me!!
 
oh goodness. The absolute best best best is adobe photoshop and dreamweaver. One designs and one works with websites. however, each will set you back 700+ dollars.

Since i do the same thing and don't have that kind of money, i download the trial for thirty days and then use a different email to download it again. you can also use paintshop pro, but that's confusing.
Online you can use photobucket combined with paint if you wanna get creative with it. cuz this is a pain to do because of formatting issues. There are also banner making sites, like bannermaker.com

if you have the money though, get photoshop. I promise it's the only good design program and you can do anything. it takes a few days to get adjusted to though
