What is the best Jacket for outdoors works as in a construction job-site?

I'm looking for a present for my dad that works in a construction job-site. He's all the time in the street in winter too, but he's moving all the time so it has to be comfortable... What brand is the best? (I only know Carhartt) And what about the model/style???
