What is the best computer program for writing an instruction manual?

I'm writing an instruction manual for some lab equipment. It will be both picture and word heavy. In the past I've always used Microsoft Word because that's what I know and am pretty darn proficient at. But it's a little unwieldy and doesn't give you full control over picture placement. But graphics programs don't give you much control over the word processing portion of the document, either.

I've used Paint for word-lite instructions and editing and am just now familiarizing myself with Adobe Photo Elements.

What would you suggest? I might be interested in buying a new program if it is highly recommended, but I don't want to pay much over $100 (ie: I won't be purchasing Adobe Creative Suite anytime soon...)
