Each store has its own machine and its own staff to clean, maintain, and operate the machine. There are so many variables that you can't say whether Costco is better than Target, because one Costco might be great and another might be not so great. You will have to try the various stores in your area and see who gives the most consistent good results. Once you find one, you may very well find that one specific employee of that store is better than all the rest and you will try to find out when that person is working.
