What is the behavior called when people try to play down other people's accomplishments?

I see it frequently, I know part of it is jealousy but what other psychological reasons do people have for doing this? example- Fred goes to Bill and says

Fred- Bill! I just got a job!
Bill- that's good. Bet it's something stupid right?
Fred- no, it's the job at X company that I wanted
Bill- oh. The pay sucks though doesn't it?
Fred- no.. it pays pretty well..
Bill- ah. well, I bet you have to work long hours and the commute is terrible!
