What is that flashy thing photographers use on models before they start shooting?

When you watch photographers shoot they have this small hand held device and it kinda has this white circle on one end. And I think it flashes. They hold it close to the model or whatever and use it.

What is it?
 
A light meter? To check the exposure levels to use or whatever. I know nothing about photography but that would make sense to me.
 
it's a light meter, they use it to find out the intensity of the artificial light being used. It gives them a guide as to what shutter speed and aperture they should use to take the photo that they want to take. though, some cameras already have a light meter in them so not all photographers need to buy a separate one. :)
