What is signified by brown clouds forming in a bacterial culture?

I am a High School Junior growing bacterial cultures for the science fair project. I was performing the Kirby-Bauer test to test the antibacterial properties of certain herbs. After incubating the bacteria for 19 hours and keeping them unincubated for 4 hours, I observed them. Instead of forming rings of inhibition as expected, brown cloudy regions from around or near the herbs. Bacterial colonies could be seen growing in these regions. My question is, what do these brown cloudy regions mean?
