what is my fish doing?

I have to 2 of the same goldfish and another black kind of goldfish!
I walk into my room and lay down! I look at the fish and the black and 1 of the goldfish are swimming but the other one is just staying there and not moving its body except for its tail! i fed them i little and all of them go up to the top to get the food!
i cleaned it out
It is a good sized tank for at least 8 to 10 goldfish
I don't over feed it! and it still does it! Why???
 
Fish do go through rest cycles and "sleep" that sounds like what your fish is doing.

"It is a good sized tank for at least 8 to 10 goldfish"... I hope so as these 3 will need around a 55 or larger as they grow into adults.
 
This happened to our class's bubble-eyed fish last year. He wouldn't move: just float around, except for an occasional flick of the tail.
There's a possibility that the other fish have been picking on it. Goldfish can be constant tail-nippers and bullies. Your fish may be dying; try calling your pet store or a fish professional if you really want to keep em.
 
You do realize, for 8-10 Goldfish you would need 100-150 gallons, right? Anyways, it's probably just resting. If you mean it's staying on the bottom and not moving, I would feed it shelled peas, cooked shrimp, food that sinks, not floats.
