Neither is dangerous depending on the neighborhood. Some poor neighborhoods are not safe even to walk in if you live there. Other areas where the rich live are gated communities where no one can get in unless they live there or are on a list. There are parts of Cleveland that I would never visit if I had a choice because of the violence.
