What is it? A crystal-like, crumbly, white residue build up on fish tank?

I notice this build up when i do my weekly partial water change , on the rims and outside of one of my cold water fish tanks. It also forms on top of the filter.
Just wondering if anyone can tell me what it is?
 
Are you using a water softner? It's probably the chemicals left behind as the water evaporates.
