what is GSS X License Verification?

I see this sometimes on my computer logs when booting up, I will get a reading that says

blocked invalid header of 0.0.0.0 and 0 bytes sent
Source IP Address 0.0.0.0
Destination IP address 76.46.67.XX (128)
Port 128 is for GSS X License Verification
the IP address belongs to div.neo.rr.com
which has to do with Road Runner in Ohio, But my ISP is not road Runner and I'm way far away from Ohio
Can anyone help me make sense of this?
