What is designing Website interface on photoshop?

I got told that I need to be designing website interface on photoshop and illustrator. I have no idea what it means???

I thought you use dreamweaver to do all the website stuff....(in regards to adobe programs)

Is there any good website where I can do tutorials etc? Ive been hired with a lot of faith in people's hand and I secretly haven't done web interface before! Do you guys think I need to know any coding?
 
They're basically saying you should draw a mock-up or template in photoshop for a guide (for what the website will *look* like) you keep each item on a separate layer and then you can use the design for your individual graphics later. (i.e. the layer with a submit button will be used to connect button functionality and the layer with the background will be used for the background image etc.)
