What is bluetooth PAN network? How do I use it?

I want to share my broadband connection to my phone via Bluetooth PAN. I've tried to start Bluetooth Personal Area Network of my phone from bluetooth of pc, It shows 'Establishing Connection' but suddenly disappears. What should I do now?
OS: Windows XP
Phone: HTC TYTN II Smart Phone
Bluetooth Software: IVT BlueSoleil v6
