What is a better high way car for catching speeders for the RCMP of Canada the Crown Victoria or Dodge Charger?

You are comparing apples and pineapples here.

The Crown Vic is a large, stable automobile that drives well, rides smoothly, and handles well.

the Charger is a large high performance sports car.

With the police pursuit package added, the Crown Vic is pretty danged fast, but a Charger will be faster, ride rougher, and have different handling characteristics. But I don't think that a Charger will be as stable as the Crown Vic.

Even without the police pursuit package, my old Crown Vic would easily break 120 MPH and was quite stable and responsive at that speed. A Crown Vic might not be able to run down a Porche 911, but a police radio can outrun any vehicle on the road.

If I were outfitting a police department, I'd probably go with Crown Victoria's, but the low bidder would have a great influence on the final choice.

Neither.

Chevy Impala.

There's an article from several years ago of a test of the Vic, Charger, and Impala all with the police package. Impala out-preformed those two... I forgot which magazine did the test...besides, in Canada you probably want front wheel drive for snow anyway.
