What is best free software testing tool for a small team?

For manual testing.
When tester have found an error he should be able to report the error to the developer.
With description of error .
Bug tracking. Mine is asp.net web based project.
 
What is the function of the software, what type of language, what was the small team used to develop the software, how small is your small team, what is the plate form, a real project team with development tool should have the test tool already? You need to clarify many questions before anyone can give you suggestion.
