without repainting.? I painted my house a few weeks ago, and one wall has severely bubbled up...it was definately dry outside when it was painted, the previous paint had bubbles too, but, I scraped, sanded, and primed the bare areas.
What you have is usually a moisture problem. This causes bubbling. Cut the bubbles away and see if you find the surface to be moist, before repainting those areas.
