What is 'Adobe Flash Player 10 ActiveX'? Is it a virus?

My friend told me that any 'ActiveX' program installed on your computer or the one that asked you to install it in your computer (usually by the pop-up) is a virus.

If I'm not mistaken, it's the Malware virus.

So, is it true?
Is ActiveX really a virus?
