What is a top end rebuild and how much would one cost for a 2005 Yamaha WR250f?

A friend I know says my bike needs a top end rebuild. He's been riding for over 20 years so I trust him.

What is a top end rebuild and how much do they cost?
I'm not sure what needs to be done, he just says it could use a top end. He is also the previous owner of the bike.
 
depends on what needs to be done. Do you just need the valves lapped? Do you need machine work on the head? Do you need new valves? Is the cam or bearings damaged? Do you need a new piston? new rings?...
