Terrorism: The unlawful use or threatened use of force or violence by a person or an organized group against people or property with the intention of intimidating or coercing societies or governments, often for ideological or political reasons.
Unless I'm mistaken, the US government (among others: Britain for instance) is an 'organised group', who have used threats of force and intimidation, against certain sections of their own population. Just because you terrorize your own country, that does not make you less of as terrorist - it sort of makes it much, much worse.
