What is a monologue? What makes a character talking a monologue and not just...

A monologue is an actor talking alone for an extended amount of time. This may last from 1 minute to even 5 minutes! There are many different types of monologues. Yes some can be comedy, but many are dramatic. Those are my favorite due to the fact I believe you can do more with them. Monologues can be boring and ramble-y. It all depends on how the actor portrays the character they are playing.

A monologue is a long almost "solo" for one actor or actress. If you don't use emotion and actually become the character it will be rambling. You have to use both your physical and emotional state of mind to have it come across as an actual monologue.

A monologue is when the actor/actress just speaks whatever they are thinking to either the audience or to themselves.

There are funny/comedic monologues, but there are also sad/dramatic ones.

And to be honest...it really is just rambling or complaining, generally. I mean sometimes the character says something or tells a short story that is rather important to the show--but usually it's just a lot of jibber jabber.
