Maybe you forgot a word. If the question was supposed to be "What is a military government THAT controlled everything?" then there are many possible answers. Throughout the twentieth century military oligarchies and dictatorships made up the governments in many countries in Africa, South America, and the middle east. Argentina had a military government for a long time. Burma currently has one. A democratic ancient Greece would not be a good example because a democracy by its very definition is not a military government.
