I have a 1996 Jeep Cherokee Sport and I was looking into suspension lift kits but the most common one is a 3.5 inch lift that looks really cool but I'm afraid it might make my truck too top heavy.
My brother said that just getting larger tires may give me the lift I want. is this true?

A 3.5 inch lift will make it a little more top heavy, but not anything to panic about. I've done things in my Jeep I would never though I could with a lift, even small drifting (but don't try this). Cherokees have a wide wheelbase to begin with, which is why so many are lifted( and cause there sick off road). Stock tires are around 28 inches tall, and with 30's you'll rub unless you trim. You can get a 2 inch BB, and a little trimming to get 31's.
