Don't know where you're located, but if you need a cheap and pretty good w/ php production server - I use godaddy. I haven't had a problem on their php end of things. You can also fine tune your .ini file in your production directory.
Like the other poster said though, if you just want to test, on Windows you can use IIS (local component, but you can get Apache for windows in a LAMP install that's a one shot deal too) and a PHP installation from php.net.
