what is a good mix of freshwater fish for a 20 gallon tank?

I have gotten my first tank for tropical fish. It's 20 gallons with a heater, filter, aeration, plastic plants and fluorescent light.

We were told to only put 1 inch of fish for 2 gallons of water, so we put in 4 clown loach, 6 neon tetras and a striped raphael cat.

The tank is pretty, but with so few fish, it looks empty.

What other fish can we put in to brighten it up without overcrowding or triggering aggressive behavior? Would adding live plants allow us to put in more fish without making the animals feel stressed?
 
Well you may want to return the clown loaches they will easily reach 8 inches when grown and need a larger tank. You should add some guppies and platies.
 
clown loach are bottom feeders so they dident really come in to the 1 inch per gallon you can add a few more tetras just 2 liven it up abit :)
