what is a good free website builder for people who already know css, html?

i have been looking for a free simple website builder that doesn't have all the pointless extras on it. All i want is a website builder that only uses html, css and lets you upload images online that is free.
not
piczo,webs, freewebs, yola, or anything else like that because those sites have to many extras on them.
