What is a good car to mod?

I am looking for a stock car that is easily fitted with modifications (performance not visual) that is CHEAP. I am only wiling to spend about 14k on the car itself so i can pay for the mods for a total of about 20k. I just want a car that does not look like menacing but is a force to be reckoned with. Please help
