What if 2 phones are in complementary distribution but their environmental differences..

...are not generalizable? If two phones are in technical complementary distribution with each other (i.e. they never share identical phonetic environments), BUT the differences in their immediate environments cannot be generalized at all... then are they still eligible for allophonic unification? In other words, is complementary distribution enough evidence that two phones are allophones? Thanks!!
