What HTML code do I use to get my background to not be tiled?

I have been trying to figure out what's wrong with this page I'm working on for my homework assignment. It calls for a blue sidebar, image floating and margins. Perhaps I entered the margins in wrong or whatever, but for the life of me I cannot get this background to just be a sidebar. It's tiled all over the page.

What am I doing wrong?
