What happens when a dog barks and neighbors complain?

We have a 1 1/2 yr old lab that barks and howls often, but not everyday. Sometimes it is a little late (after 10pm) but mostly in the evening and early morning. We always keep him inside when it's cold, but during the summer we leave him outside all day. We try to give him as much attention as we can when we're home, but he's always hyper and never seems to calm down.

Animal control has warned us a couple of times to get it under control because neighbors are complaining but they also said that there's really nothing they can do if we don't take care of it. He's licenced and up to date on shots but I'm thinking he's lonely.

Would neutering him help calm it down a little? What suggestions might you have to relieve his excitibility? Can a something like this go to court and can we risk losing our furry friend?

my friend's neighbors dogs always bark and have barked at 2 am every single day for the last 5 years that I have known him...
well every time I'm over there at least. I guess no one complains about them

and I REALLY wish I had an answer for you because we have the same problem with our... 1 and a 1/2 year old German Shepard mix
maybe they outgrow it? i hope. we thought about trying a muzzle. but I don't know.
 
Yes, you should neuter him. He may be excited because there is a female in heat somewhere in the neighborhood. The dog is probably bored and lonely. Bring him inside and make him a part of your family. Dogs left outside are not properly bonded with their people, because as you say, you don't spend much time with him outside. And yes, you can have the dog taken from you if you do not correct his problems. There are noise ordinances everywhere. I'm surprised you have not been fined up to now. That is probably next if you don't get it figured out.
 
YES!! Neuter him! Also, get a plastic container, put a handful of pennies in it and when he barks, gently rattle it. Don't shake it or throw it - just make enough noise to get his attention & when he stops howling/barking be sure to praise him with "good boy" and petting. Also praise him with a chew toy to keep him occupied!
