No, it's not. The precedent has already BEEN set, by Truman. The Korean War was a "police action," not a "war."
Progressivism throughout the history of the world has shown it is warmongering, progressive precedent is old and well known. Do as they please and to...with what anyone thinks.

according to the president, he can use his "Kinetic Military" action anywhere because its not war, even tho we have b2 stealth bombers flying over from america to libya and the middle east doing bombing runs, marines flying in and out of those countries on helicopters conducting "Kinetic Military" action as kill teams, ditto for cruise missiles who also hit all targets of opportunity not to mention all the planes and bombers from our navy and air bases in Europe doing the same.

Not a new precedent, since we have been engaged in military action, without declaring war, and not pulling out for 60 years, since Korea. This is our modus operendi, our normal course.
