What happens if you kill someone in a car accident?

I'm writing a book where a character went through a red light, hit another car, and killed the driver. He wasn't drunk, just distracted. That is, it was an accident in the pure sense of the word. He never did anything else wrong, driving or otherwise in his life. Could he go to jail? What would be his punishment?

Would he record follow him forever? Could he still drive?

It depends on the reason the driver ran the light. If do to negligence they can be charged with manslaughter. If it was a true accident, the only repercussions would be a civil matter.

Depending on the circumstances the driver could go to prison for a careless operation of a motor vehicle resulting in great bodily harm or death.
